| Battle of the Teutoburg Forest In 9 AD, Roman general Roman general Varus was betrayed by Arminius, the leader of a massive Germanic tribe. Arminius deceived the Roman and led them into a trap deep into the Teutoburg forest which would lay a foundation for what will be one of the biggest defeats in roman history; resulting in the extermination of some 20,000 roman troops. The effects of this defeat halted Roman expansion beyond the Rhine River. Rome’s man in the Rhineland in A. D. 9 was Publius Quinctilius Varus. † (Wells,P. 80) He had attained an excellent record of service as governor and general in various places within the Empire. In the year of 13 B. C. he served for consul with Claudius Nero. Varus was provided entry into the political elite of Rome via marriage connections and relationships linked with Augustus. As his role as Consul, Varus was able to integrate himself with in the political world and shake hands with the right people. Events leading up to the attack were slow but steady. Romans held little of Germania before the revolt, they had some organized communities but not many. Romans believed they had a mission to grant others with the civilized life such as theirs and to give other regions what they have to offer. This expansion pushed smoothly and slowly through Germania as the tribes there began to see the benefit of Roman civilization. â€Å"The barbarians were adapting themselves to Roman ways, were becoming accustomed to hold markets, and were meeting in peaceful assemblages. They had not, however, forgotten their ancestral habits, their native manners, their old life of independence, or the power derived from arms†¦becoming different without knowing it. † (Cassius Dio, P. 1) However, when Quinctilius Varus was placed Governor of the province of Germania he began to push Roman way of life on them at a much quicker rate. According to Cassius Dio, â€Å"Besides issuing orders to them as if they were actually slaves of the Romans, he exacted money as he would from subject nations. To this they were in no mood to submit. Ancient historian, Velleius Paterculus, notes that Varus was â€Å"more accustomed to the leisure of the camp than to actual service in war. † The quiet camp grounds and communities suits Varus quite well. Arminus returned to Germania from Pannonina as a respected leader and trusted Roman citizen. Germanic tribe members complied with Roman law while suppressing their barbarian ways of solving issues. This was only a front t o keep the Romans off their backs. The barbarians were growing tired of the Roman rules and having to go to Roman courts to have the Romans decide their disputes. The barbarians had long standing traditions for solving their issues and they were not satisfied with the way that Varus forced this rule onto them. The resentment begins to build while the surface seems calm. Varus had not been accustomed to governing those who did not want to be governed. So, when the Germanic people had enough of the Roman forces, they decided to fool him for something must be done to get rid of him. This of course is when the turn to Arminius, for no one is more perfect for the job. His high status and trust within the Roman government allows him to set the largest trap imaginable. Velleius Paterculus adds, â€Å"This young man made use of the negligence†¦seeing that no one could be more quickly overpowered than the man who feared nothing, and that the most common beginning of disaster was a sense of security. † The Germans set their trap deep in the tree clogged forest of the Teutoburg forest. Varus and his troops are packing up to advance to a camp to the east. Meanwhile, he is approached by an old friend, Arminius. He notifies Varus of a small ribal uprising right off the course to their intended path to the camp. This ambush was setup alongside a narrow path, causing the romans to march closely together. (Cassius Dio, P. 7) Cassius Dio notes, â€Å"they had with them many wagons and many beasts of burden as in time of peace. † To add to the difficulties, it had begun to rain, making the forest floor slippery while tree tops fell on them cr eating confusion. While the Romans were undergoing such complications, the barbarians suddenly surrounded them on all sides at once. They were caught in the worst situation possible. The Roman army was slaughtered as thousands of soldiers were ambushed by barbarians, destroying 16,000 Romans in one swoop (Wells, P. 189). This battle was significant for the fact that it halted Roman expansion across the Rhine River and sent a message to Rome that they were not invincible. While it may have been a short battle, it was a large loss. When Augustus is exposed the extreme loss, he is devastated. Quand on applique la peine capitale il ny a plus de possiblite de repetition et en outre la peine de mort peut meme avoir un effet preventif. Un individu penserait un peu plus aux consequences de ses actions avant de tuer quelquun s il savait que la peine de mort lui attendait. Il y a aussi la question de justice pour la famille des victimes. Quand un criminel tue une personne, il ny a pas une seul victime; le bilan est beaucoup plus grand. Beaucoup dautres vies ont ete gachees en meme temps. Est ce quon peut vraiment dire que la justice a ete servie quand lauteur du crime qui a pris une vie peut etre en liberte au but de quelques annees, tandis que la famille qui na rien fait du tout est condamne a souffrir jusqua la fin de ses jours. Je ne puis sentir la peine dune personne qui a perdu un frere, une soeur, un parent ou un enfant dans un acte de violence extreme, et je sais que rien ne remplace une personne qui a ete tue; mais ca peut etre une consolation pour ceux qui sont touches dun tel crime de savoir que le coupable ne le fera plus jamais encore. Le cout, bien sur, figure grand dans mon opinion. Quand on condamne une personne a vie les frais sont enormes surtout dans les pays ou la condamnation a perpetuite est vraiment pour la vie. Ca coute des milliers de dollars par an de garder une personne en prison. Dans une epoque ou les services sociaux pour ceux qui ont vraiment besoin daide et qui sont innocent des crimes sont coupes jusquaux os, et dans un temps ou on trouve meme ici au Canada quun pourcentage eleve des enfants vivent en pauvrete, avons-nous vraiment les moyens de garder en vie des gens qui ne sortiront jamais du prison? With millions of dollars in merchandising and television contracts at stake, colleges have a lot of money riding on the recruitment, education, and performance?both on and off the field-- of college athletes. Colleges lure the athletes to their school, and make sure they meet the eligibility requirements when there. In order for athletes to be eligible to play in college they must attain a minimum of a 2.0 GPA in 11 designated courses, and earn a combined 700 on the SAT's. Athletes must also meet the schools requirements, normally a 2.0 GPA. With so much at stake, some colleges often go too far, by providing players with personal tutors, who often do work for the players, and pressuring teachers and administrators to look the other way when athletes fail. The NCAA also bars players from receiving any compensation, except scholarships for their play. However, there are many incidences of players receiving other sorts of compensation. There are many violations of athletic department of ficials and trustees giving players money, or gifts, ranging from clothing to cars. Colleges have also been known to give gifts to players just to get them to attend their institution, a practice that is much harder to trace because the student is not enrolled at the school. This has an effect on the psyche of the athletes; more incidences of sexual abuse and other crimes by athletes are arising every year. Even though the NCAA strictly prohibits all of these things from going on, it seems every year another school is violating them. These rules are not stringent enough both academically and socially for the players. The last major change to these rules came in 1989 with the passage of Proposition 42. This rule change closed a loophole in a proposition passed in 1983. The 1983 proposition, known as Proposition 42, required that, beginning in 1986, all athletes must earn a minimum of a 2.0 in eleven designated high school courses, and earn a minimum score of 700 on their SAT's. However, there was a loophole in this regulation. If they did not earn these minimums players could still enroll in the university, under full scholarship, not play or practice with the team, but earn their minimum GPA and then play the next year without ever having met the initial requirements. In an article written for The New Republic in May 1986, Malcolm Gladwell criticizes Proposition 48 and the effects it will have on college sports. Citing many examples of foul play at colleges, ranging from teachers being fired at the University of Georgia in 1982 for not giving preferential treatment to athletes, to players being arrested for rape at the University of Minnesota and their coach stating he " could not set realistic disciplinary standards?much less academic standards?for fear of losing recruits", Gladwell states, "Big time athletic competition is far more important than education at many major public universities, and nothing is likely to change that" (13). He identifies the main problem with proposition 48, citing Berkeley sociologist Harry Edwards, "The big universities will simply keep a separate roster of first year ineligible athletes along with their regular players"(16). The amount of money a school has will determine how many non-qualifying players they can lure to their schools with scholarships. This is the reason for the passing of proposition 42, which bars colleges from giving scholarships to incoming freshmen that do not meet the requirements. Consequently, many people feel that these tougher regulations will lead to more cheating. If that is the case, than more severe punishments should be installed to deter this behavior. A side effect of proposition 48 is that, m any of the athletes that attend these schools on basketball and football scholarships are from low-income families that cannot afford to pay tuition to large universities. It is these people that will lose out if the colleges cannot find another way of paying for them. This in effect will lead to more cheating, like colleges helping prospective students secure government grants and loans, but this is not always enough.
